Where do proxies sellers purchase IPs?

I dont want to buy proxies anymore. I want to create proxies for my own. Question in the the title.
 
Just about every dedicated/VPS provider will provide extra IPs on request, though you should double check that proxies are allowed first.

Personally I've found OVH to be the cheapest proxy-friendly provider, they only charge a one-time setup fee of $3 per IP, with no additional monthly fees, and an upper limit of 256 IPs per VPS.

So I can add up to 256 IPs?
 
Yes. The initial setup fee would be $768, but the ongoing monthly costs would be the VPS itself.
Ah , I got it. The sellers just purchase, set up then they will sell the same proxis to people.

OVH is one of the best source , buy cheapest VPS which is around 4$ per month .

Buy additional IP's (You can have max 17 additional ips on that small VPS)

Convert additional ips into proxies by above given method and you are good to use those .
 
You can buy from any provider that run hosting business. The hard part is maintenance your IPs is clean.

What do you mean by "clean" only me can use these ips right?

Unless you buy all blocks, you still keep watching your IPs, some spam house blacklist entire block just because 1 or 2 IPs in range do spam shit activity.
