I have a US PayPal account only verified with email & phone but now PayPal is blocking my payments I can’t send them anymore.

If I verify with a VCC or bank account, am I able to send payments again?

And if not i will have to buy for example a "proof of address" from your shop to remove the limits from PayPal...
