Exactly, but people don't understand that. If your primary account got banned, just go to your friends, family, internet cafe, any place with a computer and a new ISP. You can use also same card even if previous one got banned, if your country have AVS checking, you can bypass it easily for fake billings

Well, circumventing can occur due to anything and they won't even care to explain you further. If you read the policies of the Google Ads you will find three reasons and they're as follows:
1. Text Manipulation
2. Cloaking
3. DNS Change.
If you haven't done anything of the above then it can also be due to payment. If your accounts gets suspended due to circumventing then you will need a reset, new domain, VCC, VPS, IP & site.
