Yeah, I noticed the same thing yesterday as someone referred me to him as a provider.
Here is a secret before in bing that you use so that you can get high threshold accounts and have it all running bypassing the verification
There are 3 types of accounts in bing.
Self serve which is the default account type when you sign up on bing.
Self serve plus is the upgraded account type in which grants you 100 account limit and has a 250$ threshold
can be gbp just choose the currency.
Premium with a limit of 1k for postpay threshold
or monthly invoice billing and you can create up to 1k accounts that is under the main account.
Now the most abused back then was the self serve plus because you will just need to contact chat support and have them
upgrade your account easily. In which you got the privelege of a high threshold 100 account limit and bypass manual
review as ads will be running within 15mins - 1hr.
This will not be working now as they have changed the requirements but there is still a way on how you can exploit them

The issue is probably the Country. The country of vcc and the country IP off account.
