1. I remember reading here that it is safer to open Canadian instead of US Paypal account, because there is no SSN required.
2. Regarding transferring money from PP to other accounts via Upwork:
- Upwork has 10%-20% fees
- Opening fake Upwork is very difficult, they will run all possible checks on you and they will call you on Skype to see your face.

What do you think about this option for transferring money from PP to Payoneer:
- Create a nice looking site offering SEO services or something similar.
- Create buttons leading to payment gateway (for example 2CO or similar)
- Connect gateway to Payoneer.
Paypal would never know the end receiver. Would this work?

If your country supports 2CO, then that’s a good option to consider

Sadly, such thing exist. Most free VCCs are already flagged by Paypal.
