It does not provide SEO by itself, as there simply is no content. However, if you were to prolong the duration of the domain and start development, then getting rankings may be slightly easier (notice I said slightly, as it doesn't make a large change), due to the domain being around for a year now.

The "domain age" seen by Google isn't the date of registration, it's the date it was first indexed. So if you have a domain bought in 2000 that has never been indexed and never hosted any content, it'll give you no more value than a domain you purchased today.

However, if that old domain was indexed at any point, even with a "parked domain" page, you will have a very slight bump to your SEO.

If you are buying an expired domain or dropped domain with back links, the domain have PA and DA even without content. But SEO value no. But if you use the anchor text from current backlinks to create new content on pages, it can make your ranking process faster.

The SEO value is defined by backlinks. If after a year the backlinks are all or most of them at place - you are good to go.
