When trying to build links the white hat way it seems like you have three main options that are incredibly tough to pull off for a new site.

1) Create incredible, polarizing, click worthy content and then either:
  • Just publish it and hope that others somehow manage to find it on their own. Then share it because it is so shareable that they can't resist
  • Or start an email outreach campaign to share it with them, trusting that they will give you credit even though you have no credibility as a new domain.
2) Guest post any place you can where it relates to your niche.
3) Submit your domain to reputable directories.

Am i being far too pessimistic? Are there other strategies that I'm missing?
 
if you have really good content, try reaching out to bloggers and journalists, for example if you have statistics on something interesting that noone has, you could actually have journalists publish an article/news for free and link back to you
