Which matrix do you follow DA/PA or TF/CF

can you elaborate a little bit this please?

I mean get backlinks of the site you want to check using some good backlink checker like ahrefs, majestic or moz and see the backlinks yourself manually by opening backlinks one by one. If there are too many backlinks then you can filter it and can choose only which have good PA, TF CF etc. See the backlinks manually. If links are comming from real and relevant websites then it means site has solid link profile and getting backlink from there is worthy. However if you see pbns, footer links, spammy blog coments in large number then you should avoid getting backlinks from such sites. Hope it will make some sense for you
 
DA gives usually a good starting point, someone invented the word toy metric, lol. TF can be all over the board for no reason (www, non www, http:// and http:// with www all have different TF, I wonder why). RD can be misleading, in particular if a domain was spammed like hell, then RD 1k+, DA 30+, TF 30+, but it is a shitty domain.

What I do as a start is I look at DA, TF, RD in conjunction to get an idea, then check backlinks. You must comb though the backlinks to get a good feel what a link profile is made of. This is part of due diligence and cannot be omitted.

And you look at the history in archive.org to get a feel of what type of webmaster was before you. Ideally you want a clean domain, where nearly no SEO was done to it. Of course you want links, but natural links.

Some important factors are mention below for increasing domain authority.

What do you mean for link profile growth hasn't been captured in Moz index?

If a website receive backlinks from a domanin with RD of 10 it does it means that that domain is good because it links out only to ten websites
RD (referring domains) is not OBL (outbound links), and yes both are important.

1/ RD is usually a very good indicator of how strong a domain is, what I am saying is this metric can still be misleading: ultra-spammed domains can have RD>2k+, and yet they are garbage. Also I believe ahrefs overestimate web20 count for RD.

2/ Regarding OBL, this is another story for another thread. And OBL =10 is neither good nor bad. Usually if people say OBL<10, it means you are paying PBN links and they guarantee limited space.

So yep, no metric is the Holy Grail, you must do your own due diligence every single time.
