He said he's managing his 4 account by hand, so I mean he's doing it with no proxy. Maybe he's doing on hes home internet access point and via 4G.
4 account on your own home provider or 4G is possible.

although it can be done but i will not recomment it as I used to face PVA sometimes when I did a little bit more actions then I usually do. So yeah 2-3 accounts on ur home ip can be done. but ideal is always 1 ip per account

thats strange I was accepted in my first application and I thought wow thats easy. I think its its because of the traffic source u mush have told them. I was honest and told them I will be driving traffic from instagram and also mentioned profile name. I know nowadays Ogads has gone quite strict. But there is a thread in CPA section about how to get accepted in all CPA network that might help u!
