What Do Tier 2/3 countries mean?

Hey guys, I am currently promoting maxbounty offers on popads.com and I have been reading that for the offers I am promoting, a large sum of people are suggesting that I promote them to tier 2/3 countries.

If you could help me I would highly appreciate it.

depends on the aff network you're working for as some set custom definitions.your aff manager will let you know if you ask.
generally, tier 1 = us, gb, ca, fr, de, nl, se, fi, no.
tier 2 = mexico, most of south america, anything else in europe, some middle east like UAE
tier 3 = phillipines, afghanistan, iran, malaysia, egypt, zimbabwe, libya, etc.
