Just because the better black hat operators are less talkative about what works these days, doesn't mean BH is fading away. In fact, the more frequent lament around here is the decline of WH SEO providers, or how frustrated more people have become trying to keep up with the latest SEO guru rules. Given the cost good PBNs, premium SEO services, writing services etc, it's safe to say BH is still the simplest and cheapest way to rank.
The main development in recent years is there is a more extended timeframe involved in reliably ranking sites, be they WH or BH (3 months or so, compared to days or weeks as in the past) or in keeping them highly ranked (the UX factor). So long as a BH marketer thinks more along the lines of a few months (not weeks) for a project and plans for short term campaigns, they won't have to worry about penalties.

Imagine a man finds a way to make a fake coin, he makes a lot of money from it and gets away with it as he's only introducing a tiny percentage of fake coins into the market compared to the billions of real coins changing hands every day. Then one day he shares his coin making method into the local TardHatForum to try and help people out or simply to get some fame, suddenly a million tards start copy pasting his method with no previous experience in making coins and the market is flooded with billions of poorly made TardCoins making it easy to spot, so many TardCoins to the point where regulation is put in place to clamp down on coin makers. The man finds a new way to make coins, but this time he doesn't tell the tards, lest the flood the market again with their poor replicas.

When Amazon first start out, they start from selling books. They hire editors to write review of books, go advertise in newspaper about their startup and focusing on much cheaper price compared to Barnes&Noble. I called these actions whitehat
