We would not block it as long as it does not use excessive cpu and memory resources

As this is shared server there will be limitation on CPU and memory limitation.
5 second per post which is 12 posts per minute

Normally it only happens when I setup a new site, everytime I setup a new site I run a bunch of post to wordpress, it might take 1-2 days per site depends on the number of posts.
After that, wordpress will just do schedule posting, which has nothing to do with xmlrpc posting then.

We willl monitor the resource usage of the account

If needed you will need to increase the duration of per post so that account does not use excessive resources
