What kind of software? If it uses the default web ports such as 80 to connect/post it shouldn't be an issue at all. Most other non standard ports are blocked. I use the official WordPress application and have no issues posting.

I use seo content machine, it use xmlrpc posting feature, and it is too fast like 1 post per 5-second, namecheap can't allow this.

If it's not to resource intensive it should work. Most servers have restrictions as to what can be used per shared account. We allow burstable CPU up to 200% with 1GB RAM per account. There are also 25/100 process limits. A script/process also has a max runtime limit of no more than 10 minutes currently. If a process is found to be stalled or running for more than 10 minutes it could be killed to free resources. You are welcome to give it a try and see if it works.

We use PHP 5.6, 7.0, 7.1, and 7.2. The EOL of PHP 5.6 is in December 2018 so peiple using it for WordPress are advised to upgrade. We use cPanel as well.

A master Reseller lets you provide Reseller Accounts to your clients. On a Reseller account you can just provide cPanel accounts not Reseller Accounts.
