At first, something is fishy and must be avoided at all cost but hearing some other opinion I guess it is harmless and nothing to worry.
I personally believe that this is typically a strategy used for people who are looking to scam people for the most part. I understand that Paypal is a pain in the ass and some people have gotten a raw deal and may need something like this in order to earn a living, however, most people are looking to buy an account, convince someone to send them money to it for whatever purpose, take the money and profit and run and buy another stealth paypal account. If your above board it is way easier and smarter to just create a proper business account and do honest business with people.
I have never seen anyone who uses fake paypal accounts handling over 50k revenue monthly . If you have a different experience , please share it with us .
No it's not typically used to scam people - there are many reasons a person would be using a stealth PayPal account, such as their home country not being allowed by PayPal, or they previously got banned, this that. PayPal does like to ban people for shitty reasons.
If it were mostly used to scam people, I really doubt BHW would allow stealth PayPal's to be sold here on BHW.
