All i know is,

They have redirected scholarship page to home page and that caused the disaster and when they removed it,

Everything got back to normal!

It wasn't penalty at all.

yeah they take penalties off if you prove them that you arent related to the black hat links

I'm sure it's not common, but it's also not that uncommon. I had sites recovered in less than a week before, but also lots of sites stuck in that loop for months.
