Is your site is fresh?
First you have to find a low competition long tail keyword.
Have a quality content to grab visitors to your site.
Do proper ON-page seo.
Then publish your content in social media.
Do internal links that will make visitors to stay in your site for long time.

SEO, social media, paid ads... you can get some adwords or bingads coupon to start if you don't have a budget. Commenting on articles that have relevant topic leaving your link there. Depends on the topic there may be more options for organic reach that you can manually work on (forums, emailing, press release..)
