Each domain directives set:
max-msg-rate */hour
Specific provider means? Hosting?
There's no limit on vps/dedicated Servers.
only in shared hosting root accessible user can set and all hosts do that

I mean providers like hotmail, gmail, etc...

I set 50 emails per hour for a specific domain.
I am using Interspire and I made a test sent and the interspire shows me that it already sent 1.000 emails.
But pmta log shows me: " message rate limit reached (based on queue's max-msg-rate in configuration) "
So, who is right ? Interspire or pmta log ?

You can search for limit of those ESP.
Interspire is just feeding app who transfers all emails to pmta server queue.and actual delivery depends on pmta queue that release emails as set in configuration.

each provider has its own feedback loop process.

to set up bounces you just need create an e-mail and then connect to it via pop or imap.

reply /VS3-IP5 Excessive unknown recipients/ mode=backoff

These are regular expressions based in perl, main purpose is to categorize the remote MTA /SMTP replies. and what you want to do with those replied emails.

To get the max thread along with MTA, the capability of ESP does matter. That's correct that PMTA relayed the provided queue from ESP, so hence the ESP should also have capacity to throw out the batches of email aligned with PMTA limit. All you need to do is find the match in both

you are too virgin in this case.....
mxtoolbox is free and common and checks 193 max for free.
I have private checker which checks 350 blacklists servers.
