He hired me as a freelancer, paid me twice for the work and then last time he just vanished. Its been around 5-7 days he does not reply me. Below is the chat. Scammed me $130.

I think/thought the only people who can reply there are paid members of the forum.
However I'd put money on that plenty people also send PMs.

Not any more, rules have been changed for both HAF and WTB sections so only JrVip and above can sell there.

Reading the sticky in the section, there is some ambiguity because it says only Jr VIP/Premium/MP sellers can respond to threads. It doesn't say that normal members cannot PM someone who has opened a thread there. Unless there is some additional rule somewhere I've missed.

I have seen mods advising yellow members that they are not allowed to offer services in those sections even via PM so it isn't allowed.

Regarding the rules, I haven't read them thoroughly so maybe a mod could chime in and let us know.

Only paid members can sell on BHW and reply to the HAF and WTB threads and that includes via PM.

Responding via PM to a WTB or HAF thread is similar to selling outside the marketplace and will incur infractions and almost certain bans.
