How do I set this up on Woo commerce?

I have a facebook page through which I'm selling locally atm, I've decided to make a website now, I'm just confused about this, how do I setup the payment thing I'll need the customers to provide all their info, name, address and phone number and if they are inside my city it's cash on delivery but if it's outside my city then they'll need to pay using "X" mobile wallet
