It work in all countries and loading $1 only attract the $1 loaded and does not attract any additional procesing fee.

It work with shopify and paypal, we have a vcc for fb too but it is not a reloadable vcc

Or so I can check to see if it will work for my needs. You can find "corporate fleet" cards as VCC online without an issue. Personally, I've used Blur by Abine for multiple things. Over time the VCC all end up getting blocked.
