Will commenting on blogs that rank low in Alexa penalize me in anyway?
Should I only be focused on commenting to blogs with a better ranking or should I be taking the "more the merrier" approach?

No it won't hurt you but whats the point? Alexa is useless. Concentrate on blogs in your niche that get traffic. Most comments are nofollow and won't do much for ranking but that dossen't mean you shouldn't do it. Great for traffic and diversity.

Don't post the spam comments in all the blogs that you see. Check the blogs that completely relate to your niche site/blog, then you can post the comment. It is completely safe for your site ranking.

I agree that blogs of the certain niche are more suitable for this purpose. Good comments (not spam) can attract attention well.

Then the domain you want to add to the spam folder google. Or omitted from the search because it is not useful for internet surfers

Obviously I'm sticking to blogs in my niche. I'm adding relevant content and not being spammy but why do you say that alexa is useless? My thought was that guest posts on lower ranking blogs wouldn't help or might even hurt me.

As others have said, Alexa is trash. The only reason to look at it is if you're trying to sell a domain and want one more metric to show off to buyers.

With backlinking, especially low-quality backlinking (like blog comments), more is not always better. Drip feed a few per day and increase the speed of link building in a natural way. Blasting 100,000 links at a page doesn't necessarily do anything. Often gets flagged as spam by search engine algorithms, which devalues the links.

Do you have other backlinks to the site already? Or is this a brand new website?

The links you bought:

• Are they drip feed style? Or all blasted at once?
• Diversity of anchor text? Or all exact match/partial match for your KW?

Most likely scenario is that they either get devalued/ignored by Google (no impact on SERPs) or they have only a minimal impact. If the site is brand new, it could possibly result in a penalty (site goes down in SERPs), although Google seems to avoid penalizing sites lately. Too much ability to exploit penalties with negative SEO. Meaning for the most part they just ignore the links.

If you're really worried about it, you could look into:

• If the order(s) are still in progress:
  • Ask the seller(s) to cancel the orders
  • Ask the seller(s) to decrease the order size
    
  • Ask the seller(s) to do the job slowly (drip feed) over a few months or weeks
  • Ask the seller(s) to put in more branded anchors and plain URL links with no anchor text (instead of all exact matches for your KW) to avoid over-optimization
• If the order is already done, you can consider:
  • Disavowing the links through Google Webmaster Tools
  • Having someone else drip feed branded/plain URL links to your website to dilute over-optimization

Edit: They are Tier 3 links? So you bought a link pyramid? Or you bought what were marketed as Tier 3 links pointed directly at your site? What are tiers 1 and 2 here? Those are provided by the seller as well?

Alexa ranking is not a parameter to consider in this case.
Mind that comments on the majority of forums are nofollow thus they are good for link juice, not for Google. If you want to have more diverse backlink profile and make it more natural to Google, blog commenting is just the job here.
