Rewrite Content To Optimize Or Just Build Links

I have a blog post dated 2014 that ranked #40 in semrush. The KW has 15 keyword difficulty on KW Finder and 18 on long tail pro. It has 9,900 monthly searches on keyword planner. The article is not SEO optimized and don't have any backlinks to the url. Also, the content that discusses the KW is only 77 words but the whole article is 500+ words. I'm planning to rewrite the whole article to SEO optimize and build some links to it. Is it OK to do the rewriting?

Rinse and repeat, be willing to invest a month of your life to answer that question as nobody else is going to do it for you.

I would do both, add more words into the article then build links to it.

@LatteGrande how about changing the post slug, changing title to put the kw, and snippet? is this ok?

If you change the post slug then you need to do a 301 redirection so that you won't lose your rank. Changing title and snippet is okay. Should be well optimised.
