Brian, I wouldn't waste your money on shoutouts. They just don't have a high enough ROI. The only people that shoutouts make business sense to are the people that are selling them.
I would spend more time going through similar modeling pages as hers and using Iconosquare's Competitor section to analyze the posts with the most likes for each of those pages. You can select different time frames to do this: ever, in the last 30 days, in the last 3 months, etc. This will give you a good idea of which are the posts that people like the most, the ones that are likely to go more viral. Spend some time studying this. See what poses people like, settings, etc.
After that, just have her start imitating these posts. This works and we have been doing this to generate our own content for year. Because of certain reasons, people just engage more with certain posts. Find those posts and duplicate them with your wife. Some will work and some won't, but every time they do, you will get more followers out of it. Track your daily total likes graph on Iconosquare to make sure you're making progress. The more likes that you get, the more organic followers you will gain.
Also, vary your hashtags a lot and use the ones that are very relevant to the actual post. I also suggest that you post 5-7 times a day, including weekends. If you cannot generate content fast enough, mix in other viral, fitness related posts from other pages. Not every post has to be about her for your page to gain qualified, organic followers.
If you follow this for a while, you will grow and gain a lot more followers than if you paid for shoutouts or ads. Try it. Good luck.
