a) reskin apps - change ready code from codecanyon (example)
-how to install android studio
-how to open project
-how to change class names, variable names, method names, etc.

b) some coding skills
-you need to know what is: activity, service, alarm manager, android manifest, json

Learning takes: 14 days if you know some IT to 1-3 months, nothing special required

c) have your own developer to teach you basics, you need to code a little

Profitable app? Depends of app: sometimes 7 days to see first profit, sometimes...never There are many factors

Yes, this is about app promotion, greyhat and blackhat techniques. You will not learn how to code from this, I plan something for complete newbies but 3-4 months.
I think you can find many coding tutorials even for free but not for promotion. Everything about promotion you can find on blogs are mostly bullshit and slogans.

The case is more difficult, these apps with articles like you said, probably some tutorials, have very low retention. It means, you have a lot downloads but same uninstalls and revenue from ads is low.
