Yup snippets, just like everything else on google, have generate based on certain signals. My business started targeting them by formatting blogs and stuff recently and we've actually gotten a few.

Two main things, your page has to be on the first page and the search query has to be one where people are looking for answers. So ecommerce and product searches usually don't come up with anything.

Also found that using H2 tags with the keyword followed immediately by a 150ish word paragraph explaining the concept or a list or table generate snippets pretty decently.
