Can I retarget a clicker from Adwords by FB Ads?

Excuse my noob question.
Please let me know if it's possible to retarget a clicker from Adwords (or any other platform) by FB Ads? I think YES - as long as the Pixel can capture their FB info?
Please correct me if I get it wrong. Thank you.

Somehow i think Facebook pixel is a different thing from *whatever platform* pixel so.. If the user has a FB cookie, only FB will ask the user for it.Same for other platforms.

yea, why not? as long as ad clickers from any platforms land on the landing page with facebook pixels in it. you can retarget them back in facebook platform.
