Yes, that is the general idea.

Sometimes I stumble upon a great domain while scraping but expired domains are (very) rarely equal to these high-end auction ones.

They are either auction domains or private deals. When you deal with website owner directly.

If you want some go-to places that would be TBsolutions and other premium vendors and then flipping sites like Flippa.

Yes, I look at they "typical" stuff as with any domain but I also look at traffic using SEMrush and other traffic reporting tools. (if you can ask the current owner on the traffic especially on Flippa)

Traffic is important because it is the main thing that separates these high-end domains from your typical set & forget PBN.

The other thing is high number of white-hat HQ referring domains like mentioned before.

1. When you buy a domain from flippa you have all the content of the website included I assume. How is it with non-dropped TB solutions?
2. If you have lets say 30 domains each worth 400$ how do you deal with anchors? Do you diversify them buying some other links or do you build naked URLs at these expensive domains?
3. I assume that you have more than 1 money site (probably more than 5 as well). Aren't you afraid that pointing all those domains to all money sites (I mean more than one) is a footprint?

1. You can usually simply restore WayBack archive. What I do is WP + re-created page with new content relevant to the prior topic.

2. It's a combo. I create a few other link types like web 2.0 but I don't go all in with exact matches with PBN even if I do. Ton of juice is passed even through less targeted anchors.

3. Yes, it is a footprint and a big one. I don't point all of them to all money sites. 2 money sites per PBN is max for me.

If the keyword is really as low comp and you described you'll probably just need 1 link.

Diversify with other link types as you say and then hit it with Ema from this beauty after some time.

And watch the magic happen...

Cool, 1 premium domain seems like a better investment of $1000 than stuff like BHW link packages or toolsets like GSA SER
