I had a reply from Google. So, here it is.

Title: Major spam problems persist
After reviewing your reconsideration request, Google still believes that your website violates Google Webmaster Guidelines. Therefore, we have not reincluded the offending pages back in our search results in order to maintain a quality experience for users. Only submit a new reconsideration request after you have made the necessary changes to your content.
Fix this problem now:
1. Update your pages to meet Google Webmaster Guidelines
Remember: we reject reconsideration requests consisting of empty or blank sites. Make sure you submit revised content that is original and relevant to your site.
2. Submit a reconsideration request
Include any details or documentation about what content you have changed.

In my GWT manual actions page, the label "Pure Spam" is there along with the "Request a Review" button.
I think it is time to dump the page. No mood to work hard and add content and blah bla blah...

I was going to say don't waste your time with quality content. I've had manual penalties removed after I resubmitted a website with spun garbage (edited for readability) for reconsideration. You can just resubmit it again without wasting any time on the site but know that the penalty may never be removed. It's not worth the effort.

I don't see what's this extended fuss is all about.
If the domain is penalized, you can find out all the links, disavow them, and ask google manual team to review it. This process is lengthy and may not yield a positive result.
Best action could be to just eat up the losses and move on with a good domain.

Don't sweat it, build up the site for social, get traffic that way. Google ain't the only game in town.
