virtual card for x api

I’m looking for virtual cards works in X API that allowed to use custom cardholder names. I was using Buvei, but only offers one BIN with 3DS secure while rest are Non-3DS . I guess better to avoid Non-3DS for X API?? Looking for cards that let me use custom names, work well outside the US, no...
