ppc ads

Hey guys I just went to bing and clicked on "advertise" at the bottom and it said "spending more than $2k a month?" Does that mean that $2k is now the minimum required to advertise?

I'm a little confused as to where to put the conversion tracking code. Does it go on the page contact form page, or the thank you page? Thanks in advance! Josh

I have PPC ads, have started since a few weeks ago. But till now not even get one click too. Keyword hundreds, bid has already elligible and even exceed 1% Conversion rate, the ads already aproved. I check in the preview, the ad is not displayed. Any suggestions from you?
