paypal limits lifting

So here's the deal. I have almost got to the limit of 2500€ on my Paypal account. They are now asking me documents to proof that my account is real. What i'm asking is, why do paypal require the information? I mean i haven't paid any taxes yet so should i still provide my documents to Paypal or...
