link opener

I need a program that i can drop a csv file in that will open every link in the spreadsheet but keep a maximum amount of tabs (like 10) open. Example I drop 300 links in the program. My hand is punching the Ctrl W and closing irrelevant tabs and the program is opening more tabs as i close...
