Link Opener with Tab Max

I need a program that i can drop a csv file in that will open every link in the spreadsheet but keep a maximum amount of tabs (like 10) open.

Example

I drop 300 links in the program.

My hand is punching the Ctrl W and closing irrelevant tabs and the program is opening more tabs as i close each one. This way i can scrub a ton of links while keeping tabs opening eliminating copy/paste. preferably in ascending order as i can delete the group easier in the spreadsheet.
