indian debit cards

So i purchased an instagram account through paypal and that seller recovered the account after that i opened up dispute on paypal, later on today i got an mail that case has been closed and i lost it. I contacted paypal customer care and they said they can't open up another dispute on same case...

Hi, i am from India. I want to send money to my neteller vcc using Indian Debit Card (sbi, pnb, icici wallet vcc) none of them work. So i saw bitcoin option there. I dont know much about bitcoins but i bet you guys can help me here. Does bitcoins works in India. Will i be able to buy them...
