dyanmic ip

I saw a thread about creating IG accounts using Dynamic IP, then from what i read i realized i needed an special router (not sure). -How do i know if i have dynamic ip? -If i don't have, what i need to do to have one? -If i use dynamic ip i still need proxies? Ty to all
