i need help

I started blogging in highly competative niche...i have a good knowledge in that but i am too lazy on writing (whatever niche) now i can invest Total 100$ i have no money rather then...I have 0 domain authority ,no backlinks....and i am also panning to hire writers( in cheap price) at last...

I am working on redesigning one blog layout. There are older posts, not properly SEO optimized. Should I go through all of these and optimize them now or it doesn't matter?

The comments we get on posts qualify as content for the post, but what is your opinion about anonymous blog comments without links?
