I have a client who wants to essentially tweet at someone in a certain area every time that they mention keywords. Don't know any programs that do this. Do you all?

Anybody knows about a software or method to create posts based on keywords automatically.. I mean for example I have a txt. file with keywords and the software automatically creates a post for each keyword and upload the article or content for the post.... I don't want an autoblog software...
