My understanding is that an account with Mercury does not make you jump through too many hoops for a non-USA person.According to an article if you are a non-US citizen there are specific ways to register an account
but you will still need a US Bank Account that you can create in some banks even if you are not US-citizen but there are specific requirements (not that easy)
So overall is really hard to open an account if you are non-us citizen
