Yes if the account you are using are used for a specific purpose only then the upvotes do not usually stick.
The panels have tons and tons of accounts and they weed out the ones that do not work and apart from sending upvotes those accounts might be doing human like activity 24/7 since not everyone account in youtube upload videos.
