YouTube shadowban

You can change everything, change IP, change browser and change OS. That mean Youtube can not care this problem.
But if you have Adsense or Ads account. You will ban if your account before have problem.

I see shadow ban on Instagram but I think it would also work YouTube because it is connected with "META". I guess.

What if the ip is changed?

Yes, you can get shadow banned in both device as well as your IP. It's a personal experience. This is why you should use YouTube on a brand new device and with a high quality proxy in case you face this issue.

Goggle says no, youtube says no, but do they ? probably .

Actually, shadowban is the prelude of demonetization or termination. I happened observed it in real time. I saw my new videos are not getting the usual number of views, the analytic takes at least two days to show report, but the real time last two days and hours view can show what's going on. I saw drastic sudden drop. Later I check the Impressions dropped drastically, so Youtube stop showing my videos.

Few hours later I got notification of demonetization (reused content). It took two days for my traffic to recover. I did nothing except uploading as usual. Later on I checked, what helped my channel to recover is my subscribers, the notif gang. Though Youtube stopped promoting my videos, they don't block the subs notification. And I guess the views from my subscribers "forced" the algo to pick my content again. We're talking about the temperature, the VPH here. Even the algo must obey the principle of virality lol.

Same scenario happened (prelude by shadowban) when the channel got terminated, some Community Guidline b.s.

People who say that shadowban is not real are naive persistent idiots. Youtube is not angel, not a good guy. They're not oblliged to. Stop fantasying ideal things. Youtube is not ideal. They used to say "Don't be evil", then the boss stepped down and Evils prevail. I missed the old Google / Youtube.

Yes, it is quite. A shadow ban is more likely not a ban, as everyone imagines it, but a decrease in the ranking of videos in search / recommendations. In general, in most cases, it stops showing ads that it previously showed.
