Did you ever try promoting your videos on social media hitting a target audience that relates to your videos?

Why don't you just do it yourself? Since you know SEO thing just do it on your YT video except you'll just have to add a lot of engagement like views, likes, share, fav and comments.
I really don't know if pumping a lot of engagements to your video will rank your yt video on a certain keyword still works these days. The last time i've attempt ranking a video that was 2018
 
If you know how to rank a video on youtube you know what service to look for.

There are multiple factors in Youtube ranking too. Works on low and medium competition but for high competition, I find that SEO tricks don't work.
 
first need to check keywords competition
I work with Vidiq it’s easy to found the relevant keywords with high volume but low competition and then I have good way to rank it to top 5 videos in few days!

also high competition I success to rank but it’s take more time and need big budget

note: must have activity in your YouTube channels and good content!

Yes I have. And it put one of my videos into the suggested area of YouTube. Of course your content and has to be on point and your thumbnail needs to be fire.

I actually would wanna know where he's outsourcing this from. Because it's a bit pricey

its totally depend on Competition Score keywords
for example check this keywords: top winning products

and need work all the time can't stop after sometimes, the rank go down if u don't do nothing ;)
if u buy for example one time package nevermind what no have guarantee that its stay in top long time , this always change so
must work often.

so u ask how much about there package i think if its high Competition keywords u never go up in rank,
if its just long keywords that no body really search u can jump and stuck in rank but its not really effective
