You should be looking at your Average View Duration and CTR. These are what matters, not views.

Considering 18mins its a great watch time
Since don't know the total video length can't tell about it retention
If the video is 1 hour than its 20% retention is its 20 mins than 90% retention
Revenue depends upon the video topic,language,audience
