Yes according to them :
Add URLs. You can add a URL to your comment. It will show as a link. YouTube video URLs will show in the comment as a link using the title of the video
That's cool, let's hope that the url won't get flagged too fast.
Ok, so I have an update guys and it's not a good one:
So, they are basing these comments on your G+ friends. If you have G+, it will show your friends and circles comments first. They are trying to go for relevancy, showing you people you know or who have similar intrests to you. Now, if you don't have G+ or don't have any friends on G+, I'm still not sure how they rank it then, or if you're not logged in, that's just all I've figured out so far. Will keep you guys posted.
Again, according to them :
- Comments you care about show first. You'll see comments at the top of the list from people in your https://support.google.com/plus/answer/1047805, from creators, and from popular personalities. Comments with many likes and replies will rank highly as well. Choose Newest First to see the most recent comments instead. Replies are threaded (like Gmail) so you can easily follow conversations.
BUT !
Remember, not all people viewing the video are logged in.
This update was made in order to popularize Google Plus, popular video are often seen by people who don't care about it so they've no users in their circles at all.
Now we can still spam, they won't "really" give a fuck until a certain percentage of G+ users.
The problem is that in the long run this can be really annoying because there will be more people using G+, so more circles, and more relevance, time will play against us, that's for sure.
Thanks for the update guys. I also see that comments from verified names go to the top. I click on some of these channels and they don't even have many subs so I'm guessing is not too hard to get a verified name. Here's what you will need in order to get a verified name:

Well, then it'll takes a certain amount of time, this is not negligible, much more time that creating an account => commenting => upvoting this comment.
I don't what you plan to do with the verified name, but according to them you need a link to your "
organization's website", if you plan to spam, you'll need to be sure that you will be able to recreate an account with the same link... If you're saying that there's some shitty channels with verified names, then someone need to tell us if it is easy (or not) to create it...
Otherwise, I still have some unanswered questions...
Why some legit comments are getting automatically flagged ?
I'm sure of that, I've a video with many views and some legit comments go to "spam".
By this I mean "how does the new spam detection system blacklist the comments" ?
