You need to check Ads coming on that Video - use multiple country proxies because in some country Advertise may have disable to popup ads.

That's messed up.. how does it work tho... yt is gonna make money off of your channel showing their ads on it untill the channel gets monitized? if so it might get hard for new youtubers to get their channel monitized..

yes its like this since summer big update in june they made it very clear from now will decide where and when to put ads

No, they really do. There was even a newsletter from Youtube regarding what they call "policy change".

Yes this is happening for a year now and it was a big deal when was announced by Google. You could always get a monetized channel and start making money ASAP however you need good content, patience and a bit of luck.

this is expected in the future, but for now the requirements remain the same - 4000 view hours and 1000 subs
but you can check if the channel have the monetization ON.
just go on the channel page - right click - check website source code - ctrl+F and type "monetization".
you will find in the code : {"key":"is_monetization_enabled","value":"true"} - if the monetization is ON and "value":"false" if channel is without monetization.
