Youtube Coppa Update, Is this the end?!

so i just read in brief about this youtube coppa law and seems they are trying to segregate between kids content and adult and if this is not followed then there could be a fine of 42k or something like that. Im not sure if this is it or there's more to it. Can someone please explain what exactly is it?

and i could see lots of people here doing blackhat videos on youtube so whats gonna happen??

Old news and there are like 1000 videos explaining that on youtube

I only market to adults that have credit cards I don't care about kids they are broke anyway.
