Last month I thought to give it a try on youtube shorts. So I create a new Gmail id and youtube account then I create 4-5 channels for different niches. But YouTube suspended one of the channels due to spam because I was pasting the link on the first comment. The email I received from Youtube said "We have permanently removed your channel from YouTube. Going forward, you won't be able to access, possess or create any other YouTube channels." All my other channels are working they are getting views and I can also access them. But in the email, youtube said "I won't be able to access possess or create any other youtube channel". So I don't know if my other channels are safe or if they will be deleted as youtube said. Anyway, I want to focus on long-form content and create a new youtube account and channel just to be fresh and safe. I know youtube can detect it from IP address and Mac address etc. But I will create a new account in my wife's name and I will verify my channel from my wife's govt id, so youtube thinks that's a different person from the same address. Is it safe? Or do you guys have another solution for it?

Why not appeal?
It's possible that they are safe for now, but I will advice you to be careful.

At the risk of being mistaken, you can use the same IP address but it is better not to use the same Youtube/Gmail account for each channel !
The ideal is to use a different IP address with a different YT/Gmail account per channel.

it still sounds risky for me, maybe try to let it pass for few months before creating a new one?

YouTube will associate your new account with the suspended account via IP address or device ID.

best is to buy a vps and isolate all your channels, also make sure its not linked to one mail or one adsense account.

Goodluck.

They have not deleted other channels yet but there is some risk for sure. You can still start fresh with new details of a family member.
