it needs forced seo, like forced promotion so that your videos could get 1-3k likes, comments and 10k views.

you should use pbns, according to your video titles and tags.
 
If you used panels or bots to get monetized, the channel is toast. The algorithm has no real user data to work with.
Don't fight the sunk cost. Start a new channel. It is faster than trying to revive a dead one.

How old is the channel ?
 
YouTube currently uses AI for monitoring, so if you get banned, no one can help you, and you cannot reach customer support. The best approach is to start over with a new channel.

That's probably some kind of Shadow ban or geofencing stuff

This might be happening because upload to channel was paused for long time.
