Add a new payment card and create a small budget campaign for it to work, then press test to collect it and it will stop holding, then increase the campaign budget and it will work normally again.
 
you should create a campaign with a small budget because it is a common error on facebook. try using a new payment card.

Try checking your transaction limit, make sure your card hasn't been blocked by your bank, and that there are no hidden holds. If the error persists, try changing your card or adding a different payment method. Have you tried contacting support?
