"Your payment method doesn't have enough funds to hold" error on Facebook Ads even though your Visa card has enough funds. Check the hold amount. Contact your bank to find out how much Facebook has put on your card. Make sure there are enough funds. Add more money to your card to make sure there are enough funds for both the hold and the campaign costs.

turn off all old campaigns. you add another payment method as primary method. then set up new campaign

I usually do 3 ways:
1, add money to the account for fb to seize when fb reports insufficient money
2, Turn off the old campaign and add a new card then recreate the campaign you want
3, change to another account
