the most common way is to turn off the old campaign and add a payment method, set the new payment method as the default payment method, then create a new campaign on the fanpage platform
and with a condition that the new card must have enough money to pay the hold

add one more card and try hold again ( choose second card primary method and then change it to first and try again).

This error may be due to the type of card you are using. Some virtual cards, prepaid cards or cards that don't support international transactions are often rejected, even if they have enough funds. Try switching to a verified PayPal account or using a real bank card with a clear billing address and international payment permission to see if the error still occurs.

change the payment method or card and make sure is enough and btw stop the old campaigns
